It is merely a transference of wealth because: The cost of government has risen by 55% but the population has risen by 2%. The cost of schools has risen by 56% but the student headcount rose by 10%.  Back in the 1980s, we over 10,000 students, but now we have 9,228. The town employment has risen by 28% but we get less services.  Remember when garbage was picked up twice a week. The salaries of town department heads has gone up 50% in only six years but they still do the same job.
