Since the year 1996, Framingham's General Fund has grown from $103 million to $174 million for Fiscal 2006, a 69 percent increase, or almost seven percent annual growth. School costs have risen from $46 million to $76 million. Our water and sewer rates have increased twice in the last two years to expand our Enterprise Fund. In the same time frame, the town population dropped by one percent according to a U.S. Census Bureau estimate. This concurs with town census numbers.
The School Committee was surprised to see an unexpected increase in students, most of which will be bilingual students. If they were legal, they would have shown up in the town census. This is proof that Katherine Murphy's Welcoming Proclamation is really working!
Our town manager has resigned and in liberal parlance, is being given credit for guiding Framingham through its years of fiscal crisis. Translated loosely to English, this means that George P. King, Jr. had to muddle through those tough financial years with only a five percent annual revenue increase from 2000 to 2006.
He pulled off this alleged financial miracle by only spending up to $1.5 million (about one percent of the General Fund) for road repairs on an annual basis. In essence, he decided not to repair our roads and shovel all our tax money into our schools so that more children of illegals and children of SMOC could be educated. These are the policies of the Board of Selectman. Watch for the impending override request next year.
