The Enterprise Fund
The Enterprise Fund was officially formed in the 1993-1994 time frame. I presume the purpose was to isolate revenues from fees for water/sewage and the Loring Arena, from general purpose tax revenue.

An examination of its revenues and balances shows that by 1998, its burgeoning surplus had to be redirected into even newer Capital Projects funds.  This is an accounting trick to sort of hide growing surpluses by redirecting it to another fund and start all sorts of new spending projects.
